(一)       程序
球隊準備好開始比賽或裁判示意球隊準備好開始比賽後，必須在合理時間內將球放入比賽中。
守門員可以將球丟過半場線。

16.1 Procedure:

• Once the team is ready to start the match or the referee signals that the team is ready to start the match, the ball must be placed in play within a reasonable time.
• The goalkeeper may throw the ball over the halfway line.

(一)        場地表面

1.1 Field Surface
The playing field may be natural grass, hybrid grass (a mix of natural and artificial grass), or artificial grass (synthetic turf).

1.8 Technical Area and Supporter Area
The technical area has a designated seating section for team officials and substitute players.

The following are the relevant guidelines:
• The technical and supporter areas should be at least 1 meter away from the sideline.
• Markings should be used to define these areas.
• The number of people allowed in the technical area is 8 (including 3 team officials and 5 players).
• The supporter area must be located opposite the technical area.

Occupants of the technical area:
• Identity verification must be completed before the match, as per competition rules.
• They must behave responsibly.
• They must stay within their designated area unless special circumstances arise, such as a physiotherapist/doctor receiving permission from one of the referees to enter the field to assess an injured player.
• Substitute players and fitness coaches may warm up in an area designated behind the technical area during the match. If this area is unavailable, they may warm up near the sideline, provided they do not obstruct the movement of players and referees and behave responsibly.

Occupants of the supporter area:
• They must behave responsibly.
• They must stay within their designated area.

(十二)    球門移動

Referees must adhere to the following guidelines regarding the placement of the goal along the goal line and the scoring of goals:

A = Goal.
B = If both goalposts touch the goal line, the referee must allow the goal when the ball completely crosses the goal line.
C = If at least one goalpost does not touch the goal line, it is considered that the goal has been moved.

If a defending player (including the goalkeeper) intentionally or accidentally moves or tips over their goal before the ball crosses the goal line, and the ball should have entered the goal between the goalposts in their normal position, the goal must be allowed.

If a defending player moves or tips over their goal:
• If the ball touches or does not touch the goal but does not enter, the game is stopped:
• If it is accidental, the game is restarted with a drop ball.
• If it is intentional, the game is restarted with a penalty kick, and the offending player must temporarily leave the field for 5 minutes for denying an opponent’s goal or an obvious goal-scoring opportunity.
• If the ball enters the goal (completely crossing the goal line) between the goalposts, regardless of whether it touches the goal, the goal is allowed; if it was intentional, the offending player must temporarily leave the field for 5 minutes.

If an attacking player accidentally or intentionally moves or tips over the opponent’s goal, the goal shall not be allowed:
• If it is accidental, the game is restarted with a drop ball.
• If it is intentional, a direct free kick is awarded to the opposing team, and the player must temporarily leave the field for 5 minutes.

(一)        尺寸

(六)     更換守門員
任何球員可以在以下情況下與守門員交換位置：

3.6 Goalkeeper Substitution:

Any player may switch positions with the goalkeeper under the following conditions:

• The referee is informed before the change is made.
• The change is made during a stoppage in play.

3.7 Infractions and Penalties:

If a listed substitute starts the match in place of a listed player without the referee being informed of the change:

• The referee will allow the listed substitute to continue playing.
• No disciplinary action will be taken against the listed substitute.
• The listed player can become a named substitute.
• The number of substitutions will not be reduced.
• The referee will report the incident to the relevant authorities.

If a substitution is made during halftime or before extra time, the procedure must be completed before play resumes. If the referee is not informed, the listed substitute can continue playing without disciplinary action, and the matter will be reported to the relevant authorities.

If a player switches positions with the goalkeeper without the referee’s permission, the referee:

• Will allow play to continue.
• Will verbally warn both players the next time the ball goes out of play. However, if the switch happens during halftime (including the halftime of extra time) or between the end of the match and the start of extra time and/or penalty kicks, no warning will be issued.

(八)     暫時離場的球員和替補球員

• After the match has started, they must remain off the field for 5 minutes before re-entering or being substituted.

3.9 Additional Personnel on the Field:

Coaches and other officials listed on the team sheet (except for players or substitutes) are considered team officials. Anyone not listed as a player, substitute, or team official on the team sheet is considered an outside agent.

If a team official, substitute, substituted or temporarily suspended player, or an outside agent enters the field of play, the referee must:

• Only stop the match if there is interference with play.
• Remove the person from the field when play is stopped.
• Take appropriate disciplinary action.

If the match is stopped due to interference by a team official, substitute, substituted or temporarily suspended player, or an outside agent, play will be restarted with a direct free kick or a penalty kick.

(十)     在場上有額外人員情況下進球
如果在進球後，裁判在比賽重新開始之前意識到，在進球時有額外人員在場上，並且該人員干擾了比賽：

3.10 Goals Scored with Additional Personnel on the Field:

If, after a goal is scored, the referee realizes before play is restarted that there was additional personnel on the field at the time of the goal who interfered with play:

• If the additional personnel are any of the following, the referee must disallow the goal:
• A player, substitute, substituted player, temporarily suspended player, or team official from the scoring team;
• Play is restarted with a direct free kick or penalty kick from the position of the additional personnel.
• If the interfering additional personnel are outside agents, the goal is allowed unless it resulted from the “additional personnel on the field” as stated above; play will be restarted with a drop ball.

If the additional personnel are any of the following, the referee must allow the goal:

• A player, substitute, substituted player, temporarily suspended player, or team official from the conceding team.
• An outside agent who did not interfere with play.
  
  

In all cases, the referee must remove the additional personnel from the field. If the referee discovers that additional personnel were on the field at the time of the goal after play has already restarted, the goal cannot be disallowed. If the additional personnel are still on the field, the referee must:

• Stop the match.
• Remove the additional personnel.
• Restart play with a drop ball or free kick as appropriate.

The referee must report the incident to the appropriate authorities.

(十一) 不當離場後的重新進入
如果一名需要裁判許可才能重新進入比賽場地的球員未經裁判許可就重新進入，裁判必須：

3.11 Re-Entry After Unauthorized Exit:

If a player who needs the referee's permission to re-enter the field of play comes back onto the field without permission, the referee must:

• Stop the match (unless the player did not interfere with play or match officials, or if the advantage can be applied, the match does not need to be stopped immediately).
• Verbally warn the player for entering the field without permission.
  
  

If the referee stops the match, it must be restarted in the following manner:

• With a direct free kick or penalty kick from the position of interference.

Players crossing the boundary line as part of play do not constitute a violation.

(十三) 守門員
守門員不受限於4秒規則。

3.13 Goalkeeper:

• The goalkeeper is not subject to the 4-second rule.
• The ball can be passed to the goalkeeper an unlimited number of times.

• 也可以有一名出生於2018/9/2至2019/9/1之間的球員參加。
• 出生於2015/9/2至2016/9/1之間的女孩也可以參加。
• 同一所“足球學校”最多可以註冊2名球員參加比賽。（被視為“足球學校”的條件是每週有超過1節足球訓練/課程。）

-  U10 聯賽
• 出生於2014/9/2至2016/9/1之間的球員可以參加。
• 也可以有兩名出生於2016/9/2至2017/9/1之間的球員參加。
• 出生於2012/9/2至2014/9/1之間的女孩也可以參加。
• 同一所“足球學校”最多可以註冊2名球員參加比賽。

-  U12 聯賽
• 出生於2012/9/2至2014/9/1之間的球員可以參加。
• 也可以有三名出生於2014/9/2至2015/9/1之間的球員參加。
• 出生於2009/9/2至2012/9/1之間的女孩也可以參加。
• 同一所“足球學校”最多可以註冊2名球員參加比賽。

-  U15 聯賽
• 出生於2009/9/2至2012/9/1之間的球員可以參加。
• 也可以有三名出生於2012/9/2至2013/9/1之間的球員參加。
• 出生於2006/9/2至2009/9/1之間的女孩也可以參加。
• 同一所“足球學校”最多可以註冊2名球員參加比賽。

  3.15 Violations and Penalties:
• If a player participate in more than 1 match on the same day. His team will have both matches declared as lost 0 - 3 if the goals scored by the opposing team are below this number.
• If a team have more under-aged or from football schools players on the field at the same time. The team will have both matches declared as lost 0 - 3 if the goals scored by the opposing team are below this number.
• If a team or a team player falsifies a player's age, identity, or school, the team will lose their deposit. The coach of that team will be banned from participating in any competitions organized by us for 5 years. Players involved in this act will be banned from participating in any competitions organized by us for one season.

(SPE) 競爭平衡規則

• If the goal difference reaches or exceeds 3 goals, the losing team may add one player on the field (resulting in a 6 vs. 5 situation).
• If the goal difference reaches or exceeds 5 goals, the losing team may add another player (resulting in a 7 vs. 5 situation).
• If the goal difference reaches or exceeds 7 goals, the losing team may add a third player (resulting in an 8 vs. 5 situation).
  
  
• If the losing team reduces the goal difference from 7 goals to 5 goals, they must reduce one additional player (returning to a 7 vs. 5 situation).
• If the goal difference is reduced from 5 goals to 3 goals, they must reduce another additional player (returning to a 6 vs. 5 situation).
• If the goal difference is reduced to 1 goal, they must revert to the standard 5 vs. 5 situation.

4.1 Safety:

Players who refuse to comply or rewear their equipment are required to leave the field to adjust their gear.

• Both teams must wear colors that can be distinguished from each other and from the referee.
• Each goalkeeper must wear a color that is distinguishable from other players and the referee (a vest may be worn).
• If both goalkeepers have the same jersey color and have no other jerseys to change into, the referee will allow the match to continue.
• Undergarments, shorts, or tights can be any color.

(一)        裁判的權威

5.1 Authority of the Referee:

Each match is controlled by a referee who has full authority to enforce the adapted football match rules related to the game.

7.1 Match Duration:

• The match is divided into two equal periods, each lasting 20 minutes, plus stoppage time.

The referee uses a whistle signal to mark the end of each period.

7.4 Halftime Interval:

Players have a 10-minute break at halftime.

(五)       比賽放棄
如果一支球隊無法參加比賽：

-      球隊必須在比賽前的星期三通知主辦單位：
• 如果是第一次，比賽將重新安排在確定的日期進行，重新安排的裁判費用需由該球隊支付，如果是客場比賽。
• 如果是第二次，該比賽將被視為失賽，並從總積分中扣除1分作為罰分。

-      如果球隊在比賽前的星期三午夜後通知主辦單位：
• 如果是第一次，比賽將重新安排在確定的日期進行，並從保證金中扣除1000新台幣，重新安排的裁判費用需由該球隊支付，如果是客場比賽。
• 如果是第二次，該比賽將被視為失賽，從保證金中扣除2000新台幣，並從總積分中扣除3分作為罰分。

7.5 Forfeit:

If a team is unable to participate in a match:

• The team must notify the organizer by the Wednesday before the match:
• If it is the first time, the match will be rescheduled for a determined date, and the team will be responsible for paying the rescheduled referee fees if it is an away game.
• If it is the second time, the match will be considered a forfeit, and 1 point will be deducted from the total points as a penalty.
  
  
• If the team notifies the organizer after midnight on the Wednesday before the match:
• If it is the first time, the match will be rescheduled for a determined date, and 1000 NTD will be deducted from the deposit. The team will be responsible for paying the rescheduled referee fees if it is an away game.
• If it is the second time, the match will be considered a forfeit, 2000 NTD will be deducted from the deposit, and 3 points will be deducted from the total points as a penalty.

(一)        半場休息時，球隊不交換座位。

8.1 At Halftime:

• Teams do not switch sides.

(三)        室內球場
不適用。

​

8.3 Indoor Field:

• Not applicable.

(二)       獲勝球隊

10.2 Winning Team:

The team with the most goals scored in the match wins. If both teams have the same number of goals, or if there are no goals scored, the match ends in a draw.

10.3 Penalty Kicks (Penalty Shootout):

Not applicable.

(四)       客場進球
不適用。

10.4 Away Goals:

Not applicable.

(二)        間接自由球
在這項比賽中，室內足球的間接自由球規則改為直接自由球或口頭警告。

12.2 Indirect Free Kick:

In this match, the rules for indirect free kicks in indoor football are changed to direct free kicks or verbal warnings.

(三)        紀律處分
如果裁判在比賽開始前需要對一名已列名的球員、替補球員或隊伍官員進行警告或暫時驅逐，應當口頭警告，而不是出示黃牌，並在比賽後向相應的管理機構報告。如果被暫時驅逐的是一名已列名的球員，則他/她將在開球後5分鐘後重新參加比賽。

可警告的違規行為（為了教導兒童，我們會進行預防，如果可能的話，避免出示黃牌或紅牌）：
• 延遲比賽重新開始 = 口頭警告；
• 言語或行動不滿 = 根據裁判的判斷，可以是口頭警告或暫時驅逐5分鐘；

12.3 Disciplinary Actions:

If the referee needs to warn or temporarily expel a named player, substitute, or team official before the match starts, a verbal warning should be given instead of a yellow card, and the incident should be reported to the appropriate authorities after the match. If a named player is temporarily expelled, he/she will re-enter the match after 5 minutes following the kickoff.

Actions That Can Be Warned (to educate children, we will take preventive measures and avoid issuing yellow or red cards if possible):

• Delay in restarting the match = verbal warning;
• Dissatisfaction expressed verbally or through actions = can be a verbal warning or temporary expulsion for 5 minutes at the referee's discretion;
• Entering or exiting the field without the referee's permission, or violating substitution procedures = verbal warning;
• Not maintaining the required distance during a goal kick, corner kick, free kick, or throw-in restart = verbal warning;
• Persistent fouling (no specific number or pattern of fouls) = can be a verbal warning or temporary expulsion for 5 minutes at the referee's discretion;
• Non-compliance with the code of conduct for athletes = can be a verbal warning or temporary expulsion for 5 minutes at the referee's discretion.

• Denying an opponent a goal-scoring opportunity or an obvious goal-scoring opportunity by committing a handball (except for the goalkeeper in their own penalty area) or deliberately moving or overturning the goal (e.g., to prevent the ball from crossing the goal line) = temporary expulsion for 5 minutes;
• Preventing an opponent from scoring or an obvious goal-scoring opportunity through foul play (provided the defending goalkeeper has failed to stop it) = temporary expulsion for 5 minutes;
• Serious foul play = at the referee's discretion, may result in a verbal warning, temporary expulsion for 5 minutes, or a red card;
• Biting or spitting = red card;
• Violent conduct = at the referee's discretion, may result in a temporary expulsion for 5 minutes or a red card;
• Using offensive, insulting, or abusive language and/or behavior = temporary expulsion for 5 minutes.

The following are the relevant guidelines:

• Substitute players and fitness coaches may warm up in an area designated behind the technical area during the match. If this area is unavailable, they may warm up near the sideline, provided they do not obstruct the movement of players and referees and behave responsibly.

Occupants of the supporter area:
• They must behave responsibly.
• They must stay within their designated area.

If a defending player (including the goalkeeper) intentionally or accidentally moves or tips over their goal before the ball crosses the goal line, and the ball should have entered the goal between the goalposts in their normal position, the goal must be allowed.

If a defending player moves or tips over their goal:
• If the ball touches or does not touch the goal but does not enter, the game is stopped:
• If it is accidental, the game is restarted with a drop ball.
• If it is intentional, the game is restarted with a penalty kick, and the offending player must temporarily leave the field for 5 minutes for denying an opponent’s goal or an obvious goal-scoring opportunity.
• If the ball enters the goal (completely crossing the goal line) between the goalposts, regardless of whether it touches the goal, the goal is allowed; if it was intentional, the offending player must temporarily leave the field for 5 minutes.

If an attacking player accidentally or intentionally moves or tips over the opponent’s goal, the goal shall not be allowed:
• If it is accidental, the game is restarted with a drop ball.
• If it is intentional, a direct free kick is awarded to the opposing team, and the player must temporarily leave the field for 5 minutes.

3.7 Infractions and Penalties:

If a listed substitute starts the match in place of a listed player without the referee being informed of the change:

• The referee will allow the listed substitute to continue playing.
• No disciplinary action will be taken against the listed substitute.
• The listed player can become a named substitute.
• The number of substitutions will not be reduced.
• The referee will report the incident to the relevant authorities.

If a substitution is made during halftime or before extra time, the procedure must be completed before play resumes. If the referee is not informed, the listed substitute can continue playing without disciplinary action, and the matter will be reported to the relevant authorities.

If a player switches positions with the goalkeeper without the referee’s permission, the referee:

• Will allow play to continue.
• Will verbally warn both players the next time the ball goes out of play. However, if the switch happens during halftime (including the halftime of extra time) or between the end of the match and the start of extra time and/or penalty kicks, no warning will be issued.

3.9 Additional Personnel on the Field:

Coaches and other officials listed on the team sheet (except for players or substitutes) are considered team officials. Anyone not listed as a player, substitute, or team official on the team sheet is considered an outside agent.

If a team official, substitute, substituted or temporarily suspended player, or an outside agent enters the field of play, the referee must:

• Only stop the match if there is interference with play.
• Remove the person from the field when play is stopped.
• Take appropriate disciplinary action.

If the match is stopped due to interference by a team official, substitute, substituted or temporarily suspended player, or an outside agent, play will be restarted with a direct free kick or a penalty kick.

3.10 Goals Scored with Additional Personnel on the Field:

If, after a goal is scored, the referee realizes before play is restarted that there was additional personnel on the field at the time of the goal who interfered with play:

• If the additional personnel are any of the following, the referee must disallow the goal:
• A player, substitute, substituted player, temporarily suspended player, or team official from the scoring team;
• Play is restarted with a direct free kick or penalty kick from the position of the additional personnel.
• If the interfering additional personnel are outside agents, the goal is allowed unless it resulted from the “additional personnel on the field” as stated above; play will be restarted with a drop ball.

If the additional personnel are any of the following, the referee must allow the goal:

• A player, substitute, substituted player, temporarily suspended player, or team official from the conceding team.
• An outside agent who did not interfere with play.
  
  

In all cases, the referee must remove the additional personnel from the field. If the referee discovers that additional personnel were on the field at the time of the goal after play has already restarted, the goal cannot be disallowed. If the additional personnel are still on the field, the referee must:

• Stop the match.
• Remove the additional personnel.
• Restart play with a drop ball or free kick as appropriate.

The referee must report the incident to the appropriate authorities.

If a player who needs the referee's permission to re-enter the field of play comes back onto the field without permission, the referee must:

• Stop the match (unless the player did not interfere with play or match officials, or if the advantage can be applied, the match does not need to be stopped immediately).
• Verbally warn the player for entering the field without permission.
  
  

If the referee stops the match, it must be restarted in the following manner:

• With a direct free kick or penalty kick from the position of interference.

Players crossing the boundary line as part of play do not constitute a violation.

• If a player participate in more than 1 match on the same day. His team will have both matches declared as lost 0 - 3 if the goals scored by the opposing team are below this number.
• If a team have more under-aged or from football schools players on the field at the same time. The team will have both matches declared as lost 0 - 3 if the goals scored by the opposing team are below this number.
• If a team or a team player falsifies a player's age, identity, or school, the team will lose their deposit. The coach of that team will be banned from participating in any competitions organized by us for 5 years. Players involved in this act will be banned from participating in any competitions organized by us for one season.

(SPE) Competitive Balance Rules:

• If the goal difference reaches or exceeds 3 goals, the losing team may add one player on the field (resulting in a 6 vs. 5 situation).
• If the goal difference reaches or exceeds 5 goals, the losing team may add another player (resulting in a 7 vs. 5 situation).
• If the goal difference reaches or exceeds 7 goals, the losing team may add a third player (resulting in an 8 vs. 5 situation).
  
  
• If the losing team reduces the goal difference from 7 goals to 5 goals, they must reduce one additional player (returning to a 7 vs. 5 situation).
• If the goal difference is reduced from 5 goals to 3 goals, they must reduce another additional player (returning to a 6 vs. 5 situation).
• If the goal difference is reduced to 1 goal, they must revert to the standard 5 vs. 5 situation.

4.1 Safety:

4.3 Colors:

• Both teams must wear colors that can be distinguished from each other and from the referee.

• If both goalkeepers have the same jersey color and have no other jerseys to change into, the referee will allow the match to continue.
• Undergarments, shorts, or tights can be any color.

5.1 Authority of the Referee:

Each match is controlled by a referee who has full authority to enforce the adapted football match rules related to the game.

如果一支球隊無法參加比賽：

-      球隊必須在比賽前的星期三通知主辦單位：
• 如果是第一次，比賽將重新安排在確定的日期進行，重新安排的裁判費用需由該球隊支付，如果是客場比賽。
• 如果是第二次，該比賽將被視為失賽，並從總積分中扣除1分作為罰分。

-      如果球隊在比賽前的星期三午夜後通知主辦單位：
• 如果是第一次，比賽將重新安排在確定的日期進行，並從保證金中扣除1000新台幣，重新安排的裁判費用需由該球隊支付，如果是客場比賽。
• 如果是第二次，該比賽將被視為失賽，從保證金中扣除2000新台幣，並從總積分中扣除3分作為罰分。

7.5 Forfeit:

If a team is unable to participate in a match:

• The team must notify the organizer by the Wednesday before the match:
• If it is the first time, the match will be rescheduled for a determined date, and the team will be responsible for paying the rescheduled referee fees if it is an away game.
• If it is the second time, the match will be considered a forfeit, and 1 point will be deducted from the total points as a penalty.
  
  
• If the team notifies the organizer after midnight on the Wednesday before the match:
• If it is the first time, the match will be rescheduled for a determined date, and 1000 NTD will be deducted from the deposit. The team will be responsible for paying the rescheduled referee fees if it is an away game.
• If it is the second time, the match will be considered a forfeit, 2000 NTD will be deducted from the deposit, and 3 points will be deducted from the total points as a penalty.

12.3 Disciplinary Actions:

If the referee needs to warn or temporarily expel a named player, substitute, or team official before the match starts, a verbal warning should be given instead of a yellow card, and the incident should be reported to the appropriate authorities after the match. If a named player is temporarily expelled, he/she will re-enter the match after 5 minutes following the kickoff.

Actions That Can Be Warned (to educate children, we will take preventive measures and avoid issuing yellow or red cards if possible):

• Delay in restarting the match = verbal warning;
• Dissatisfaction expressed verbally or through actions = can be a verbal warning or temporary expulsion for 5 minutes at the referee's discretion;
• Entering or exiting the field without the referee's permission, or violating substitution procedures = verbal warning;
• Not maintaining the required distance during a goal kick, corner kick, free kick, or throw-in restart = verbal warning;
• Persistent fouling (no specific number or pattern of fouls) = can be a verbal warning or temporary expulsion for 5 minutes at the referee's discretion;
• Non-compliance with the code of conduct for athletes = can be a verbal warning or temporary expulsion for 5 minutes at the referee's discretion.

Fouls Leading to Expulsion Include:

• Denying an opponent a goal-scoring opportunity or an obvious goal-scoring opportunity by committing a handball (except for the goalkeeper in their own penalty area) or deliberately moving or overturning the goal (e.g., to prevent the ball from crossing the goal line) = temporary expulsion for 5 minutes;
• Preventing an opponent from scoring or an obvious goal-scoring opportunity through foul play (provided the defending goalkeeper has failed to stop it) = temporary expulsion for 5 minutes;
• Serious foul play = at the referee's discretion, may result in a verbal warning, temporary expulsion for 5 minutes, or a red card;
• Biting or spitting = red card;
• Violent conduct = at the referee's discretion, may result in a temporary expulsion for 5 minutes or a red card;
• Using offensive, insulting, or abusive language and/or behavior = temporary expulsion for 5 minutes.

13.3 Violations and Penalties:

When taking a free kick, if an opponent is closer to the ball than the specified distance, the free kick should be retaken, unless the advantage rule applies. However, if a player takes a quick free kick and an opponent who is closer than the specified distance intercepts the ball, the referee allows play to continue. Nevertheless, an opponent who intentionally obstructs a quick free kick must receive a verbal warning to prevent delaying the restart of the game.
